Apply for a marriage license by writing to: Territorial Court of the Virgin Islands, Box 70, St. Thomas, U.S.V.I. 00804 or call and request an application at (340) 774-6680. A letter must accompany the notarized application stating date of visit, length of stay. The application should be typewritten, notarized, and accompanied by a money order for $100.00 made out to The Clerk of the Territorial Court. These should be Express Mailed or sent by Federal Express.
